Air Shipment Security

DHL requests that you file “Known Shippers” for continued smooth shipment loading.

Known Shipper / Regulated Agent System

As of October 1, 2005, new standards for aviation security measures aimed at strengthening passenger aircraft security came into effect and, at the same time, operation commenced of the “Known Shipper / Regulated Agent System” to maintain smooth logistics.

The new standards require all air shipments to be inspected for explosives, but shipments of “Known Shippers” for which trust in terms of security management has been confirmed in advance through this system do not have to go through X-ray screening devices, explosives inspection devices and open inspections as long as certain security measures are undertaken by a “Regulated Agent.” Thus, transit time losses from the inspection process can be avoided.

DHL was certified as a Regulated Agent by the Director-General of the Civil Aviation Bureau at the Ministry of Land, Infrastructure and Transport on March 28, 2006. Since then, in accordance with the new standards, DHL has been conducting inspections for explosives on shipments entrusted from shippers that are not “Known Shippers.”

Customers (exporters) who wish to be confirmed as “Known Shipper” are required to submit an “Air Shipment Security Declaration and Explosives Inspection Consent” (航空貨物安全宣言書 兼 爆発物検査承諾書) to DHL (Regulated Agent).
In filling out the “Air Shipment Security Declaration and Explosives Inspection Consent,” DHL recommends that the note “Subject to shipments shipped from all business locations in Japan” be indicated in the margin as the scope of application. By indicating such, the submission of one “Air Shipment Security Declaration and Explosives Inspection Consent” will apply to shipments from all of the customer’s domestic business locations. On the other hand, this does not need to be indicated if you wish to separate the scope of application by region or by business location, but please provide defined conditions in detail on the attached “DHL Attachment” (DHL用別紙). This will allow measures to be waived promptly for your shipments. For details, please refer to “How to Fill the MLIT Designated Form (Japanese only)” from the link below.

Please hand the completed “Air Shipment Security Declaration and Explosives Inspection Consent” to a DHL collection and delivery staff or sales staff in charge, or send it to the following address.

When changes need to be made to items entered on the “Air Shipment Security Declaration and Explosives Inspection Consent” submitted to DHL, please take the time to download the Request Form for Changes to Entered Items, indicate the changed items on the form and send the form to jpops-security@dhl.com.
